ClimactRegions involves 11 European partners from 9 regions and FEDARENE (The European Federation of Regional Energy and Environment Agencies) covering a wide variety of European territories.

Rhône-Alps Region is the lead partner of Climactregions, responsible of management and coordination.
Rhônalpénergie-Environnement is responsible of communication and dissemination activities.
Nord-Pas de Calais Region is responsible for identifying, exchanging and transferring best pratices.
Kent County Council is in charge of the implementation of regional policies, through twinning programm and cross border focus groups.

ARE Liguria (Italy)

ARE Liguria is the "operative tool of the Regione Liguria in the energy field" as laid down by the Regional Law 22/2007. Has a team of experienced professionals and consultants that boasts technical, commercial, managerial, communication and training skills.
ARE was established in 1996 within the framework of the SAVE PERU programme:
"Creation of regional and local energy agencies".
ARE Liguria is the founding member of RENAEL (National Network of Energy Agencies) and has been a member of FEDARENE (Federation of European Agencies for Energy and the Environment) since 1997.
ARE Liguria works in the institutional field, supporting the regional authority and other local administrations to elaborate and implement energy plans, promoting the local acquisition of laws, founding a consortium to jointly buy electricity, offering training on energy matters as much as information on new fuels and technologies. ARE has also elaborated feasibility studies applying energy efficiency rules according to the EU directive.
ARE is also working hard at international level, taking part in many EU projects dealing with European energy policy priorities, such as buildings and communities certification, energy management in the health system, promotion of new contractual and management models.

Fedarene

FEDARENE is the first European network of regional and local organisations which implement, co-ordinate and facilitate energy and environment policies.
Regional and local agencies, ministries and departments working in these fields, are represented. FEDARENE, a non-profit association set up in 1990 at the initiative of six European regions, now has member regions from seventeen different European Union countries.

Kent County Council (United Kingdom)

KCC have been working on climate change for about 2 years. KCC has a Climate Change Team and an internal Environmental Performance Team and also has a dedicated Energy Management Team.
The experience and knowledge with regard to carbon management is quite well developed, though there is still very much to learn. KCC has a target of 10% reduction in carbon emissions by 2010 for the Council and 11.3% by 2011 for Kent. Initiatives include Energy and Water Investment Fund of £1.5m, various behaviour change campaigns and a number of Transport initiatives including Kent Car Share.
KCC also have undertaken a Local Climate Change Impacts study to inform on their work on adaptation.

KCC is the lead on delivery of the UK National Indicator for carbon emissions reduction in Kent. In addition, KCC are well linked into the Regional debate around this indicator

Maramures County Council (Romania)

The region of Maramures covers an area of 6304 km2 located in northwest Romania and bordering the Ukraine along the Tisa river. The population amounts to 510 110 inhabitants. The climate is temperate-continental while the topography is predominantly hills and mountains (El. 200 m - 2308 m) with large areas of forests and dense river system.
Maramures region is a land of wooden churches, mythological richness, impressive landscapes and very ancient customs. It has carefully preserved the culture, traditions, and lifestyle of a medieval peasant past while in its towns and cities it has kept up to the demands of the modern life.

Nord Pas de Calais Region (France)


From rail developments such as regional express trains and high speed regional trains, to the treatment and regeneration of industrial wasteland, focusing on High Environmental Quality certified construction, Nord – Pas de Calais has long understood that tackling the question of the environment is a long term necessity for the benefit of its region and its 4 million inhabitants.
Nord – Pas de Calais has been trialling a local development that intergrates human, economic and environmental considerations. This has earned the region undeniable recognition for its expertise in and understanding of environmental issues.
Facing biodiversity loss and climate change is urgent. This has highlighted two crucial environmental priorites :

  • The conservation and restoration of biodiversity by restoring the Green and Blue Belt (biodiversity hubs) and doubling the forest area within 30 years. Nord – Pas de Calais is involved in the European project ARCH which aims to assess the evolution of natural habitats in Kent and Nord – Pas de Calais (Interreg IV A – 2 seas).
  • Fighting climate change by implementing a regional climate policy for the region and its territories. In this way, Nord – Pas de Calais is a "natural" partner for the ClimactRegions project.

Rhônalpénergie Environnement (France)

Rhônalpénergie-Environnement (RAEE) is the regional energy and environment agency of the Rhône-Alpes region. Created 30 years ago with thesupport of the Regional Council Rhone-Alpes, the agency aims at contributing to the promotion, to the co-ordination and the development of actions in favour of the rational use of energy, the promotion of renewable energies, the protection of the environment and the practical application of the sustainable development concept. The activities of RAEE are mainly targeted at local authorities and the public and social sector. The agency is accompanying them through information, advice and assistance. It covers a large activity range like implementation of RES and RUE technologies, project development, management advice, strategy design, new financing concepts, monitoring, awareness raising campaigns etc.
RAEE is a non-profit association and has a close relationship with the Regional Council.
At the European level, RAEE is an active member of the European Federation of Regional Energy and Environment Agencies, which gives the opportunity to have a broad view of good practices in other European regions concerning climate protection policies. RAEE is strongly involved in accompanying different local authorities in elaborating strategies and action plans in favour of energy saving, promotion of renewable energies and mitigation of greenhouse gas emissions. It has also been in charge of operating the regional observatory for energy and greenhouse gas emissions since five years. Based on this long experience it has been a key partner in the elaboration of several guidelines at the national level.

Rhône-Alpes Region(France)

The Regional Council has an energy management policy supported by a team of 7 engineers and 3 technicians (part of the environment and energy department) promoting in all the activity sectors energy savings and renewable energies. Energy observation is directly carried out by 2 engineers relying on the technical expertise of the regional energy agency Rhônalpénergie-Environnement. GHG observation is carried out by the regional observatory since its creation in 2002.
The Regional Council has developed its own strategy for GHG observation and GHG reduction but is also associated to most policies developed by local authorities. The Regional Council implements climate protection plans within their policies, in particular through a specific system: Rhône-Alpes local development contracts, which allow targeted actions according to local specificities.
The Regional Council is also associated to policies implemented by other local authorities, in particular "départements" (provinces) and associated communes, through either a financial participation or technical cooperations.

Energy agency of Zlin (Czech Republic)

Energy agency of the Zlín region was established by the Zlín region with the support of IEE programme in 2006. The Zlín region avers the area of Area: 3 964 km² with the population about 591 000 inhabitants.

CEAM (SPAIN)

 

 

 

The Mediterranean Center for Environmental Studies Foundation (CEAM) was created in 1991 by the Generalitat Valenciana and Bancaja, with the support of the Secretariat of State of Universities and Research and the European Commission (DG Research). The CEAM Foundation is a Center of Applied Research, an Associated Unit of the CSIC (Spanish National Research Council), and since 3 September 2010, it has joined with the Universidad Miguel Hernández of Elche, to become a University Research Institute.
The Foundation was constituted with the intention of covering the research deficit in specifically Mediterranean topics. Within this context, the fundamental aim of the CEAM is to obtain information and results on specific problems in the Mediterranean Basin, thus permitting the improvement of the management capacity of Spain and of the Valencian Community, in the frame of the European Union.
To face this challenge the CEAM was conceived as a multidisciplinary center, focussing its performances on complementary thematic areas, in which it provides internationally recognized expertise. The scientific activity of the Foundation is articulated in four research programmes: Atmospheric Pollution, Air Pollutant Effects, Forest Research and Meteorology - Climatology.
